A. Call to Order

Having a quorum and upon request of the Hon. Chairman Mayor Rowell Sandoval who are with some visitors in the Office, Vice-Chairman Felix O. Sawali presided the meeting at 9:25 in the morning.

1. The meeting started by a short prayer led by Mr. Restituto Dalisay, Municipal Agricultural Officer, followed by reading of the previous minutes dated December 9, 2005, thus Hon. Vice Chairman Sawali asked the body for comments or questions.

  • Mr. Ricardo Sandalo - clarified his proposal on imposing penalties of Municipal Ordinance 03-2002.

    On motion of Mr. Jacinto N. Bulaclac, Jr. MPDC Representative, duly seconded by Councilor Ireneo Alolod the minutes was approved.

    b) Accumulated Collection and Disbursement (December 31, 2005)

    The report gave emphasis on the total collection from October 1, 2003 to December 31 2005 amounting to P 3,299,540.00 less total expenses.disbursement in the amount of P 2,458,217.07. The net year-end available CRM Trust Fund of the Municipal Government of Mabini was P 784,402.93. In this report, Mr. Sandalo observed that unified fee system has no negative effect instead collection of conservation fee increased. Mr. Bulaclac, clarified on the sharing system (15% General Fund, 85% CRM Trust Fund) and LGU counterpart of P 200,000.00 annually. For the matter, the board agreed to follow the Ordinance but will pursue amendment.

    3. Proposed Budget for Year 2006

    The board deliberated the proposed CRM budget for year 2006 but defered its approval due to comments, suggestions and recommendations raised and the following were:
    • Evaluate/assess the projects/activities funded by the Trust Fund
    • Set evaluation parameters
    • Proposed budget should be based from work plan derived from CRM Plan
    • Identify priority projects for appropriation
    4. Other Matters:
    • Updates re: on-going activities for Marine Sanctuaries

      Hon. Councilor Felix O. Sawali gave report on the various activities done like public consultation at Barangays San Teodoro and Bagalangit on December 20 & 26, 2005 respectively pertaining to proposed amendments on the marine sanctuaries of Mabini. He was assisted by Ms. Jinky C. Macalintal of CCE Foundation.

      An additional matter was discussed about "vandalized corals" written in Korean language that means "BELAT". In this, the board agreed for an intensive information campaign while Marine Reserve-Resource Executive Committee (MR-REC) is in progress of organization after which will serve/act as marine sanctuaries management body. Honorable Chairman Rowell M. Sandoval clamor all sectors represented to unify themselves in enhancing coordination, cooperation and understanding for a common objective on how to preserve, conserve and protect coastal resources to be more bounty.


    • Status of MOA between LGU and ADBA for mooring buoys along dive sites of Mabini

      The MOA between LGU of CRMB of Mabini and ADBA will expire on February 28, 2006 and after a short deliberation on the matter both parties agreed to renew the contract and will take on March 1, 2006 with the same terms and conditions.

      On motion of Mr. Ricardo Sandalo, duly seconded by Councilor Ireneo Alolod a board resolution was unanimously approved and titled as "RESOLUTION GRANTING AUTHORITY TO HONORABLE MAYOR ROWELL M. SANDOVAL, CHAIRMAN OF THE BOARD TO ENTER INTO MEMORANDUM OF AGREEMENT WITH AROMA DIVE BOAT ASSOCIATION OF MABINI FOR INSTALLATION, CARE AND MANAGEMENT OF MOORING BUOYS ALONG MABINI DIVE SITES EFFECTIVE MARCH 1, 2006."


    • Regarding incentives of boatmen generated from the daily dive pass 2005 the board set January 31, 2006 as deadline for claim.


    • Mr. Angel Sawali, MFARMC Chairman informed the board that there will be BFARMC meetings on January 24 & 26, 2006 at Bagalangit and San Teodoro. Honorable Chairman Rowell M. Sandoval committed his presence to the meeting to facilitate and listen to the fisher folk's reactions and sentiments to help strengthen BFARMC's and fast-track amendments of sanctuary ordinance.


    • Plan for the preparation of environmental code

      For the Matter, Mr. Joel Uichico ROAM President committed himself in securing a copy of a guidebook for reference.


    • Presentation of Conservation International

      Mr. Romeo B. Trono of Conservation International (CI) presented their Sulu-Sulawesi Project werhein Verde Passage-Marine Biodiversity Conservation Corridor (VP-MBCC) was conceptualized.

      CI is on the process of including Mabini as one of the municipalities to be covered by their project by starting networking among Marine Protected Areas (MPA) of Marine Sanctuaries.


    • Summit 2006

      Honorable Chairman Rowell M. Sandoval informed the board that there will be a Summit 2006 initiated by him and Mayor Arleigh Sitoy of Cordoba, Cebu. The plan is ongoing for them to contact a Local Chief Executive from Mindanao who is also involved in Marine Protected Areas or Marine Sanctuary Management. Tentative schedule of the Summit is on October 2006.


    • Result of Enforment activities:

      Honorable Chairman Rowell M. Sandoval also informed the body that there was a P 46,000.00 representing proceeds of such apprehension as a result of Bantay Dagat enforcement activities. Out of the amount P12,000.00 will be given to six (6) Bantay Dagat members as reward. He reported also that P 11,000.00 is in the custody of the PNP-Mabini.
