
Our town Mabini, formerlya barrio of Bauan is located in the southwestern part of
Batangas Province. This place is bounded on the north by Balayan Bay and on the south by
Batangas Bay. With the untiring efforts of the inhabitants of this barrio it became a
town on January 1, 1918, named Mabini in honor of our great Sublime Paralytic,
Apolinario Mabini, with only eleven barrios. One of these barrios is Talaga, the most
progressive one.
In the northwestern part of Talaga lies sitios of Manggahan and Talaw. Talaw occupied
the upper portionand Manggahan occupied the lower portion of the vicinity. Mangagahan
happened to get its name due to the presence of four big mango trees that lasted for
more than 120 years. Talaw was the name given to the upper portion due to the presence
of Talaw Stone very near the spring in which water was fetched. These two sitios were
handed by Kabeza Florencio Ortega and Jorge Ortega.
As time goes on, more people lived in these sitios. Inhabitants from remote places
dwelled in these sitios. Year by year population increases. Farming, animal raising and
weaving were the most important industries of the people.
Later on these two places were headed by Kabeza Benito Calangi. He administered these
places properly. Then he died the people of the community formed themselves into one
group and chose Quintin Bantugon to be their leader. They filed a petition to separate
from Talaga and made a barrio of their own. Quintin Bantugon tried his best and so on
January 1, 1964, the petition sponsored by one of our Municipal councilors through the
recommendation of the Municipal Board was approved by the Provincial Board and the
barrio was named Sta. Mesa which coincide with the tradition and customs of the people
to celebrate a mass every end of May. Later on Quintin Bantugon was succeeded by
Eustaquio Ortega as barrio capatin. His councilmen were Guillermo Bantugon, Ernesto
Gonzales, Anacleto Calangi, Andres Alolod, Ireneo Ortega. Spring development is one of
the graetest achievement done by eustaquio Ortega and his councmen.
After four years, Eustaquio was succeeded by Guillermo Bantugon as barrio captain and
Crestito Gonzales, Lucio Ortega, Nicolas Amboy, Feliciano Arasula, Brigido Alolod and
Apolinario Datingaling are his barrio councilmen.
Presently the Sangguniang Barangay of Sta. Mesa headed by Hon. Dalmacio Ingco and its
councilmen is trying their very best to make this barrio a progressive one.
