Marciana B. Napeņas
About sixty years age today, the barrio of Solo had no school it could call its own.
Several factors accounted for this fact. First and foremost was the geographical
location of the place - the place is quite difficult to reach for it seemed to be
isolated from the town proper. Second was the idiosyncracies of the people - they
believed then that education was only for the elite, the selected few. Third was the
lack of interest among the simple folks who were contented with whatever they had.
The coming of the people from Taal and Lemery, two of the most progressive towns of
Batangas, changed these ideas. These migrants who had seen in their native towns the
benefits springing from educational values, brought out the idea of putting up a barrio
school. For these people who had settled there for good through intermarriages with the
natives of the place were quite educated and naturally born leaders. And they were the
very ones who pioneered the establishment of barrio school.
In the year 1920, the first barrio school in Solo was realized with Mr. Santiago Tejada
as the first teacher, the first class of first graders was held in the house of Mrs.
Damiana Cuerdo. The people undoubtedly were enthusiastic over the great event that some
fifty enrolees trodded their way for an education. However, due to the very strict
discipline and their difficulties in learning the lessons. The enrolment gradually
decreased that only 20 pupils composed the first grade at the end of the school year.
At the opening of the school year 1921 - 1922, more or less 30 pupils enlisted, and with
20-second graders, the second year of teaching of Mr. Tejada was a combination of Grades
one & two.
In 1922 - 1923, Mr. Juan Guevarra took the place of Mr. Tejada. Again there was a
combination of Grades one and two.
In the year 1923 - 1924, the classes were passed on to Mr. Andres Villanueva. But on
account of the lack of good readers and the rough seas during the moonsoon months,
nobody ventured to teach in Solo after Mr. Villanueva had left the place. From 1924 -
1936 the school was closed.
The sons and daughters of these early pioneers of education, anxious to provide their
children with ample knowledges, let them study either in anilao or the Central School in
Mabini or even in far, far Lemery and Taal. But because these young ones were not
accustomed to live away from their parents, they quit after a year or two of schooling.
The above situation then bound the people of Solo to a common desire that of acquiring a
let for the school site. Able leaders in the person of Fulgencio Luistro, Elias Luistro
and Anselmo Abarintos - owners of fishing boat "Mapalad"; Eleuterio Napa, Clemento Dolor
and Aguedo Napa - owners of "Laging Laan"; and Catalino Dolor, together with his sons
Valentin and Bernardo - owners of "Cometa" - with the assistance of their subordinates
in the trade, helped one another to raise the amount of P 150.00 and bought what is now
the site of the much-coveted school. Thus in 1936 a barrio school was re-established
with a cogon and nipa that ched house.
That same year, there once again was a first gradeclass, this time with 32 enrolees.
Miss Eufemia Guia from barrio Anilao was the teacher. When in the following year she
resigned to pursue another career, Mr. Conrado Cordero took her place, and that was the
year 1937 - 1938. In the school year 1938 - 1939, there was an additional grade with
Miss Fidela Alvarez as the second teacher. When Mr. Cordero transferred to Bauan, Mr.
Alberto Atienza taught in his place, so in the school years 1939 - 1940 and 1940 - 1941
there were two teachers with three classes existing. At the outbreak of World War II,
classes all over the Archipelago were temporarily closed.
In 1945 when classes were resumed, four grades were created with three teachers, namely;
Mr. Tomas B. Ramirez, Mr. Hilarion Panopio and Miss Isabel B. Panopio assigned, the
former acting as Head Teacher. As years went by, teachers came and went. Four grades
existed until 1950 when Mr. Ramirez was promoted Principal of Anilao Elementary School.
Mr. Melecio J. Aguila took mastership of the school from 1950 - 1956. It was in the
first year as Head Teacher that the first commencement exercises took place, school year
1950 - 1951. That year marked the birth of the Solo Elementary School. He had seven
teachers under him within the duration of this time.
From 1956 to September 1963, Mr. Epifanio B. Sandoval became the principal of this
school with nine teachers under him. His period is marked in the improvement of some
buildings, from the nipa and cogon thatched schoolhouse to semi-permanent buildings.
In the same year, Mr. Aniceto P. Jusi took Mr. Sandoval's stead when the latter was
transferred to Anilao Elementary School. The Solo Elementary School has shown remarkable
improvements during the eleven years that he stayed here. It could be mentioned that
during the administration of Mr. Jusi, three units of Pre-Fab Marcos type building, the
Industrial Arts building and a semi-ermanent toilet were constructed. A concrete water
tank was built where the school pupils and people of the community could get water
through pipelines. Landscapping was greatly developed. A school library of which
elementary as well as high school and some college students of Solo could research was
established under the initiative of Miss Marciana B. Napeņas. A complete set of musical
instruments consisting of drum set, guitars, laud, octavine, banduria, bass guitar and
lyre for a rondalla ensemble; a piano and a radio phonograph were secured as donations
through the cooperation of the teaching forceand other people of the community. A
concrete stage set on the open space used as playground and concrete fences partially
surrounding the school premises were also constructed. In its personnel, the original
nine teachers under his predecessor increase for fourteen. Ast o population there was a
total of 280 pupils in the school year 1972-1973, gradually increasing to almost 300 at
the end of the school year 1973-1974.
When Mr. Jusi retired from the service in 1974, Miss Marciana B. Napenas was formally
designated as, first, Teacher I-Charge of the Schhool from September 24, 1974 to
February 24, 1977. On February 25, 1977, her official designation as Elementary School
Principal I took effect. Since then, the school underwent very satisfactory changes in
both its physical and intellectual aspects.
As to its physical aspect, improvements have been done o what was began. A community
center which houses the school clinic and guidance room was built through the help of
the funds secured from the Philippine Charity Sweepstakes Office. A spacious Home
Economics building, painted and well-furnished, was also constructed. This was improved
and made more functional the year 1978 by adding a semi-concrete dirty kitchen. The
stage flooring was improved and polished and cement pavements leading to the HE building
was laid out. Repairs were done on the pre-feb Marcos type building which was damaged by
the successive typhoons. Ten low tables made from plywood were constructed for the use
of Grade pupils and secured from PTA donations. Through monetary aids secured by the
school head and teachers from school alumni working abroad, civic-spirited citizens of
the community and friends from other places, the school was able to purchase quite a
sizable array of home and office furnishing such as; steel cabinet, upholstered set for
the living room, dining table with chairs, dressers, sewing machine, and many others.
Landscapping as made better in fron t of buildings and classrooms were artistically
furnished and decorated.
The schools' intellectual growth was given more impetus since the present school head's
assumption to office. For the second year now (1977-1979), the Solo Elementary School
has been implementing the " Learning Continuum", a new scheme of curricular teaching.
The school was chosen as a try-out or experimental school, opne among the six in the
wholedivision of Batangas, to use this kind of teaching. Righr after attending to a
seminar, teacher concerned is asked to conduct post demonstration classes in her class.
In the field of scouting, membership roese to remarkable percentage, both in the service
and girl scouts, so that the school was chosen again to host a district camporee on
February 9-11, 1977. In relation to community service, the school was made the seat of
the "Alay Lakad" movement on June 14, 1975, having all government and private sectors'
representative converging in the school site that whole day. In the cultural
presentations staged by the schools of the district in town to celebrate the "Diamond
Jubilee of Education in the Philippines", the presentation of the Solo Elementary
School, together with Ligaya, was evaluated as outstanding, rising to preminence with
its choral and rondalla groups.
The school could boast of teachers who are indeed dedicated to the job. The fifteen that
make up its force and power, plus the population of 320, show that the Solo Elementary
School has gone a long way. As we say that the growth of education in the barrio of
Solo, now called barangay is gradual and steady, in retrospect, one can safely say that
the Solo Elementary School is indeed greatly progressing.
