The picturesque town of Mabini came into existence in 1918 upon the political expediency
of some prominent men. Formerly, it was a part of the progressive town of Bauan. Such
prominent man devoted their cooperative and untiring efforts to realize its existence.
They believed that such a place could stand alone. It was stable and strong enough to
establish its ownself. So from that time, it was composed of very few barrios. As time
passed by, the composition of the town increased. One of these barrios is Pulang Lupa.
Before January 1968, the beautiful territory of Sitio Pulang Lupa was a parcel of
Talaga. It was converted to a barrio at the time when, more for political priority than
for the actual need of the people, large barrios were being disnumbered and new ones
created. The conversion of Sitio Pulang Lupa to Barrio pulang Lupa was under Resolution
No. 14 s. 1962 of the Mabini Municipal Council, approved by Resolution No. 2003 of the
Provincial Board of Batangas, s. 1962. The appointed barrio officials by Mayor rafael
Amurao were; mr. Maximiano Manalo as Barrio Captain viced by Mr. Reynaldo Culing. Mr.
Marcelino Ortega, Mr. Faustino Sawali, and Mr. Benito Arsula as councilors. They served
for two consecutive years. They worked hard for the progress of their new barrio. It was
during the regime that the abundance of water supply came into reality. Through the good
leadership of the barrio officials, the folks cooperated with them. Farming has been the
number one work and weaving and embroidery for women. Due to favorable rainfall for some
years, agriculture was so progressive unlike at present. They were able to produce
enough supply of rice, corn, camote, vegetables and fruits like orange and coconuts. Hog
and cow raising has also been part of the people as livelihood.
The period of 1965-1969 gave rise to Mr. Valeriano Abanador as barrio lieutenant. His
councilors were Mr. Severino Alvarez, Mr. Cristobal Abanador, Mr. Antonio Magsino, Mr.
Arcadio Datinggaling, Mr. Faustino Sawali and Mr. Roman Datinggaling, Mr. Faustino
Sawali and Mr. Roman Datinggaling. During their term, the barrio attained similar status
as to products raised and as to attitude of its residents toward their work. In
addition, the narrow pathway from Talaga was greatly improved. Since then, land
transpoprtation of different sizes reached the barrio.
Came 1960, Mr. reynaldo Culing, a product of Talaga Elementary School was unanimously
elected Pulang Lupa Barrio Captain. His councilors are Mr. Faustino Sawali, Mr. Ramon
Abanador, Mr. Zosimo Medrano, Mr. Celso Culing, Mr. Baylon Ortega and Mr. Lorenzo
Ortega. Only God knows when their term will end because of the Martial Law in the
Philippines. But these officers and every family in the barrio are aspiring and working
perseveringly for their economic stability and socio-moral change for the better of some
residents. Now, peace, orderliness and cleanliness are prevailing in Pulang Lupa.
The cares of the souls of its inhabitants have never been neglected. The priest of
Mabini visits the place in order to administer the sacraments and say the Holy Mass.
Catholic religion is the only religion existing in the barrio. Its school children are
given cathechistical instructions by parish cathechists at Talaga Elementary School and
in St. Francis Academy. For further education, some hardworking parents are sending
their children to colleges and universities. Pulang Lupa can boast of its professional
products that are now excercising their professions effectively. Earthmentions are Dr.
Priscilla G. Bautista, the Mabini public dentist and Miss Rita Magsino, mathematics
teacher at St. Francis Academy.
Pulang Lupa is one of the loveliest of the many parts of Mabini. It is hilly and lies
north of Talaga, west of Sta. Mesa and east of Estrella. As to human productivity, it is
competeing with other barrios in the population explosion race. Its area is as big aas
Sta. Mesa. One can easily travel around it in as hour or two seeing unique range of red
soil in the riverbend at its northern part.
From our observation, we believe Pulang Lupa can be ranked as one of the progressive
barrios in Mabini due to the patience, industry and whohearted cooperation of the people
comprising it.
