
Malimatoc II, a young and promising barrio in the town of Mabini was born on almost at
the height of political tension that ever reached the nation. The young barrio before
birth was like a child concerned at the wrong side of the tract. Thus the situation
awaken the minds and hearts of the natives whose beliefs and foresight shall see their
bright future and of their young ones in a free and an independent community.
It was a local election year, 15th day of March 1971 in the year of our Lord when a
group of energetic leaders of the four sitios of Malimatoc convened. It was under the
leadership of well-known leaders of the community, Mr. Narciso Martinez, Hermogenes
Abe, Tomas Bantugon, Jaime Martinez, Barrio Councilman respectively and Mr. Macario
Panopio, a school teacher by profession. The assembly convened at the residence of Mr.
Narciso Martinez and was presided by Mr. Macario Panopio as temporary chairman. There
were about one hundred (100) persons, more or less, 98% of whom agreed on a common point
that the four sitios, Karsada, Bagong Pook, Kabilang Tubig and Yongyong shall comprise a
new barrio. Mr. Narciso Martinez was appointed temporary barrio Captain, Delfin, Matias
and Gaudencio Bautistas' respectively as temporary Barrio Councilman, Jaime Martinez,
Tomas Bantugon and Hermogenes Abe, incumbent Barrio Councilman: Mr. Macario B. Panopio
as temporaryBo. Secretary and Mr. Juan Dalisay, an instructor of the Mabini Junior
College as Temporary Bo. Treasurer shall compose the official-dom of the proposed new
barrio. Several names of national heroes such as Rizal, Magsaysay, Osmeņa and a name of
a Saint, San Nicolas were mentioned as name of the proposed barrio. However, after a
long series of debate a group of elders under the leadership of Mr. Narciso Martinez
expressed their opinion to name the proposed barrio Malimatoc II and was accorded.
Inspite of lots of impedements the writer and the young and energetic leaders of the proposed barrio darely
faced a thousand storms in their struggle of a free and self-governing, independent barrio. A resolution was
made and signed by the members of the assembly for the purpose. It was indorsed to and sponsored by Hon.
Genciano Maramot and Hon. Maximo Jusi, incumbent Municipal Councilors respectively to the session of the
Municipal Council. It was approved and signed by Mayor Basilio Calangi for recommending approval by the
Provincial Board. It was indorsed to the Provincial Board and sponsored by Hon. Board Member Florencio
Mercado and was approved. The resolution was handed in by Mr. Narciso Martinez and Mr. Gaudencio Bautista
to the Provincial Governor, Hon. Gov. Feliciano Leviste at Makiling, Los Baņos, Laguna at that moment
attending a meeting. By virtue of the power vested in to the Provincial Governor the resolution was
signed and approved and was separated from Malimatoc, the mother barrio and thus give birth of the new
barrio Malimatoc II on October 20, 1971.
The barrio Malimatoc II being an independent entity had its first barrio election of barrio officials
on January 8, 1972, several months later it was inaugurated with the elected officials to take over the
reign of the barrio government on June 14, 1972. Two opposing political factions were existing during
these days. Mr. Jaime Martinez, a barrio councilman represent the local LP and Mr. Guillermo Basilan,
an ex-policeman, reprsents the Local NP. They fought it out bitterly in quest of political supremacy.
The young, energetic, Jaime Martinez won a slight margin over Mr. Guillermo Basilan, a guest candidate
of the NP for Barrio Captain. Mr. Delfin Bautista, a lone NP candidate for Barrio Councilman won third
in rank. The first elected barrio officials of Malimatoc II are the following: Mr. Jaime Martinez,
Barrio Captain, Mr. Eugenio Dalisay, Mr. Antero B. Dalisay, Mr. Delfin Bautista, Mr. Hermogenes Abe,
Mr. Esperdion Dalisay and Mr. Gaudencio Bautista, Barrio Councilmen. However, the newly elected officials
unanimously appointed Mr. Macario Panopio and Mr. Juan Dalisay as Bo. Secretary and Bo.
Treasurer respectively.
Proud are the young gentlemen and the young ladies to live in a new barrio, they formed a civic organization.
It is a brother and sister organization named the D' Octopus of which Mr. Silvino Bautista was the President,
Mr. Isagani Panopio as Vice-President, Mr. Cristina Martinez as Secretary, Miss Maximiana Bautista as the
Treasurer, Mr. Emeterio Agillon as PRO, and Mr. Apolinario Dalisay and Mr. Gemeniano Bautista as Auditor
and Mr. Macario B. Panopio as adviser. The main objective is for the welfare and progress of the barrio.
The untiring desire of the organization continued and observed its goal toward a peaceful, sociable and
progressive community.
Malimatoc II is bounded on the north, northeast by Malimatoc Proper, on the south by Batangas Bay and on the
west by Mainit and Nag-iba. Deep ravines abound in the barrio, thus Maitim na Kahoy ravin separates
MalimatocII from Malimatoc Proper. On the southern part of the barrio along the seashore is a beauty spot.
"Dilaw" which when well-developed, may be one of the tourist spots of the town. The general contour of the land
is rugged and hilly. The barrio has an estimated area of 1-1/2 sq. km. And a population of 680 inhabitants more
or less. The original settlers were the family of Aniceto Maņibo, Ignacio Bautista and Guardino Brucal. As first
they inhabited the coast but were compelled to live in the highland for fear of the Moros who were unfriendly
during those days. Development of the barrio is rather slow. However, after the construction of the Spring
development which is new in its way, Malimatoc II well-progress economically. The people of the barrio pray
and hope that the New Society under the present Administration will take up necessary steps to put up a solution
to the construction of the eroded asphalt of the barrio in papers which was in its blueprint now in the dark.
Shall it be observed the young barrio will progress socially, politically and economically. Generally the people
are God-fearing and industrious. They are engaged in gainful occupation, like farming, fishing weaving. Some
of the young graduates are in different offices and factories in Manila and in other places. It is worthwhile
mentioning that some are in abroad with find job. The people are hospitable and peaceful. The good custom and
traditions of the past are still existing in the place. There is worthwhile mentioning that some are abroad

still existing in the place. There is but one religion in the barrio, the Roman Catholic. The residents
of the barrio speak Tagalog and English. The next important industries of the people are farming and weaving.
Cattle raising comes next. One of the characteristics products are corn, rice, bananas, avocado, atis,
sweet potatoes, mango and coconut. Copra and coconut are the important agricultural crops of the barrio.
However, some farmers of the barrio go to Mindoro to raise rice for their family consumption. The people of
the barrio do not find too much difficulties in earning for a decent living.
Literacy of persons, ten years old and over in the barrio is relatively high almost, 90%. Come ten years more,
and there will be lawyers, doctors, engineers, navigators and officers of the armed forces in
the new barrio.
Commentaries in and from outside say that too much politics in the vicinity before greatly hampered the
progress of the barrio. It is blessing on the part of the barrio and its people to have young and
energetic officials under the leadership of Mr. Jaime Martinez and his secretary. Less politics prevails
in the community and thus mark the beginning of the rapid growth and progress of Malimatoc II - the
writer shown by the presence of the barangay road constructed during the present administration.
