
With the rapid increase of population in Anilao, the barri of San Jose and Anilao East were created.
Not long after these creations, another group became desirous to form an independent unit with the
initiative of some leaders who sougt ways and means to attain the objective and fortunately it was
raelized.
It is a narrow rectangular land which is bounded on the north by a small river near Anilao Proper,
on the eastern side by Anilao East, on the south by San Jose and from northeast to southwest on November
16, 1969 which was created and promulgated by virtue of the barrio charter.
It was baptized in a name by combining the first two letters and last three letters of three fishing
boats namely: Magsimpan, Juanita and Ruben, owned by the well-known leaders of the Bando Ilaya or the
Nacionalista Party who had been fighting bitterly for political supremacy. During that time those
mentioned leaders were advisers, die-hard leaders and supporters of the barrio, so the people filed a
petiiton to ame this barrio, “Majuben” derived from these fishing boats in memory of their achievement.
The group of leaders, who exerted their efforts in the creation of Barrio Majuben, was elected as first
abrrio council on December 14, 1969 and took their oath of office on December 30, 1969 in a very colorful
occasion.
Elected were Barrio Captain Ana Umali, councilmen Sotico Alcayde, Ruperto Mortel, Leonardo Basilan
Francisco Sandoval, Leonardo Evangelista and Ponciano Matira. Appointe were barrio secretary Lorenzo
Basilan, barrio treasurer Damiana Datingguinoo, and Mrs. Lorenza M. Lazaro, as adviser.
From 1969 – 1974 under the leadership of barrio captain Ana Umali, the barrio progressess gradually.
She initiated the construction of a basketball court by leasing the lot of Engr. Valentin Panopio with
funds from the Department of Public works and Highways and with the help of Engr. Hilario Calangi, project
Engineer. Since tehn this basketball court became popular to absketball players where they spend their
leisure wholesomely.
A wide and concrete stage was also constructed with funds from the PACD. This stage offered so amny
opportunities for the youths to hold their program in all cultural and sports affairs, the conduct was an
instrument for the campaign of the construction of asnitary and functional toilets and blind drainage with
the support of Station Commander bAlejandro Alvar. It was during those adys when home beautifiaction contest
was launched which gave an envigorating effcet to the community.
After four years of her tenurre of office the people found a new favorite candidate. Unfortuantely inspite
of her showed interes of community improvement she lost in the next election.
Elected to the new council of 1974 wre Barrio Captain Casimero Alcayde, Councilmean Damaso Boongaling,
Dionisio Amboy, Ponciano Matira, Leonardo Boongaling, Francisco Sandoval and Reinerio Boongaling.
Appointed Secretary was Ruperto Mortel and Miss Liwanag Castillo as Treasurer, Mrs. Lorenza M. Lazaro
as the adviser.
Barrio Captain Casimero Alcayde as a leader also showed utmost concern for community improvement.
He was responsible and exerted much effort in gaining the approval of the Panopio and Castillo families
in the opening of the Majuben Barangay Road. His council was well supported by his leaders, advisers and
civil groups who paved the way in the start of the said road.
His well-coordinated effort and linkages with the provincial and municipal officials of the government
made possile for their possible for their release of funds for the barangay road. He was able to seek
the assistance of Engr. Trineo Maranan of the DPWH who made the plan of the road, which was submitted
and registered at theDepartment of Local Government for appropriation of funds. Luckily Barangay Majuben
receives yearly. Allocation for the Road Maintenance Program and its no wonder why tis barrio competes with
other barangay road pavements.
Other infrastructure project constructed during his tenure offoffice was the extension and improvement
of the concrete stage under the pork barrel funds thru the assistance of Congressman Expedito Leviste
and Board Member Miguel Malvar.
With the use of the basketball court and stage, usual religious, cultural and sporst affairs were held
succesfully with the great participation of the inhabitants and observed by audience also from the
different barangays. This measured the performance productivity of a well-managed barrio council under
a democratic leader.
With the procalmation of PD 1081 no election was held but because Barrio Capatin Alcayde tansferred his
residence to Mindoro he left his responsibility to councilman Damaso Boongaling who became the acting
barrio captain.
Martial Law was lifted and 1982 a barangay election was held. Next group elected was Barangay Captain
Damaso Boongaling, Councilmen Ponciano Matira, Dionisio Amboy, Wilfredo Panopio, Minerva Silva, Gaudencio
Amboy and Edilberto Mendoza. Appointed barangay secretary was Domingo Castillo who after two years resigned
and was repalced by Leonardo Boongaling. Nilda Matira was appointed Treasurer, Ariel Mortel as KB Chairman
from 1982-1986 and after him in 1986 Arnold M. Lazaro was elected.
Captain Boongaling is very lucky for the funds of Baranagy Road Maintenance Program are being released
every quarter. Under the administration of Mayor Ruben R. Amurao in 1981, electrification of rural areas
started its implementation and Majuben was among those that received the benefit.
The Anilao East-Anilao Proper, Majuben Rural Waterworks Sanitation Association Incorporated was established
in May 1982 and because Mrs. Lorenza Lazaro the President Mrs. Milagros Castillo the bookeeper, Mr. Miguel
Acstillo the secretary are from his barangay tried their best to have this water system exerted to barangay
Majuben which now supplies potable water to the residents.
Other projects from the 20% Development Fund are the extension of pipelines to different puroks
and the provision of streetlights.
The completion of the concrete stage was also made during his administration with the technical
assistance of Engr. Valentin Panopio who made the plan of the roofings and the supervision for
the construction.
Basketball league, santacruzan, dance parties are the most common social and sports activities of the
people. He is with his people when they prepare social activities.
Majuben as per record of the Assessor’s office has an area of 378, 781 sq. meters. Based from the
1979 census, Majuben has a population of 501 which was the basis for the projected population in 1987
which is 584 and in 1988 it is projected to be 593 or 600 plus in 1989.
Major portion of Majuben lies along the shores facing the Balayan Bay, which offers a rich fishing
ground and a factor for tourism industry because of its color, blue water and fine beaches.
In the past, many depended upon fishing as the main occupation but because the basnigs with modern
engines and fishing implements migrated to Balayan water affected the usual fishing industry of the
inhabitants. Only with those hook and line, panty and several small bayakos remains fisherman and
others usually go to other places to harvest for additional income for the survival of the family.
Housewives share income with their husbands by sewing baby dresses, embroidery work, fish and market
vending, running small sari-sari stores, shellcraft making, laundry work and backyard poultry and
vegetable raising cattle, pig and goat fattening and poultry raising.
With these little parents were determined to supports children’s education. Many of the children
finished their professional careers and now are employed in Government and non-government offices.
Those who did not find chances for employment or not satisfied with their income strived hard to secure
means to reach foreign places. These are the parents who are now proud of their children-earning dollar.
However, those who were not able to pursue college education entered the armed Forces to help their parents
provide for the education of young brothers and sisters.
Aside from being sociable, the people are peaceful-loving and cooperative. Inter color basketball
leagues are usually held and the youths organize themselves under a team leader, assisted by adults for
financial aid as advisers to make decisions when conflicts arise.
Thru cooperation, youths and adults had been together in the religious projects of the barangay.
This can be traced with the establishment of a cute chapel where masses are now held. This was found
by the Majuben Club in Manila headed by Mr. Oscar Panopio and Mrs. Leulinda Panopio, completed and improved
by the Samahan ng Kababaihan led by mrs. Ana Umali, Mrs. Milagros Castillo, Mrs. Lorenza Lazaro, Mrs. Miguela
Balitaan, Mrs. Celerina Panopio, Mrs. Cecilia Boongaling, Mrs. Felisa Sandoval, Mrs. Sofia Jusi, Mrs. Amelia
Maranan, Mrs. Salome Mortel, Mrs. Nene Garcia, mrs. Minerva Silva and everybody who exented arms in
fund raising.
Another special project made lastsummer 1988 was the rehabilitation of the basketball court thru the kindness
and courtesy of Mr. Rudy Amboy, a successful businessman of the place. He aslo initiated the inter-barangay
league every night first of the kind conducted in this municipality.
If not because of the cooperation of the people no colorful santacruzan, programs and basketball leagues
will ever be held.
Majuben is endowed with class and fine beaches that make it a promising barangay of Mabini. It ahs now
lined cottages and resorts thru simple as they are, had been popular to employees of the PLDT, BAP, Bureau
of Census, UST, Caltex Refinery, Golden Gate Colleges, Provincial Development Staff, Barangay Waterworks
and many others.
We are hoping from this new government under President Corazon C. Aquino thru the assistance of Mayor Ruben
Amurao that our request for the improvement of Majuben Bridge, the construction of river control, the provision
of public lights the extension of water system all these are factors for the development to tourism industry
will be realized. By this we proclaim that God whom we believe will continue to have a hand in the history
of Majuben.
